Filming at Fort Monmouth, New Jersey
Fort Monmouth is a multi-jurisdiction redevelopment area, not a single municipal location. Start with the exact parcel, its present owner and the borough in which it sits.
Fort Monmouth was a United States Army installation that closed in September 2011. The former installation spans portions of Eatontown, Oceanport and Tinton Falls and is being redeveloped through a mix of public and private ownership.
There is no single “Fort Monmouth film permit.” A production must first identify the exact building, road, open area or parcel; confirm its current owner or controlling entity; and then determine which municipal and operational approvals apply. FMERA’s contact page identifies Regina McGrade, Administrative Manager, at 732-720-6350 and a published mobile number of 732-904-9423. FMERA’s executive-team page identifies Kara Kopach as Executive Director and Sarah Giberson as Director of Real Estate Development and Marketing. None of these people is a film-permit officer, ask the authority to route the parcel and ownership question.

Published Borough Hall hours are Monday–Wednesday 8:30 a.m.–4:30 p.m., Thursday 8:30 a.m.–7:30 p.m. and Friday 8:30 a.m.–12:30 p.m. These are office hours, not filming hours.
Oceanport’s current Chapter 207 requires a permit for covered filming on public or private property when public property is used for equipment, vehicles or other production activity. The application goes through the Zoning Officer and is due at least four days in advance.
Published requirements include commercial general liability with a $1,000,000 combined single limit, Oceanport named as an additional insured, the ordinance’s 30-day cancellation or material-change notice wording, indemnification, a $500 cash or maintenance bond, off-duty police when required by the Police Chief, and notice to affected residents and businesses at least three days before filming with proof due no later than two days before.

Tinton Falls adopted Ordinance 2026-1545 in April 2026. At the time of this review, the Borough’s public eCode page still displayed older 2025 language. Use the adopted 2026 ordinance as the latest legislative source, but ask the Borough Clerk which application, notice instructions and filming-hour language are currently operative. This guide does not merge the two versions, and it does not publish a filming-hours rule for Tinton Falls, because the available texts are not clear enough to support one.
The adopted ordinance addresses filming that affects public property, calls for applications at least four business days in advance and requires notice to directly affected neighboring residents and businesses before the completed application. It retains public-property insurance of $2,000,000 per person and $3,000,000 aggregate for bodily injury, $2,000,000 for property damage and a $1,000 protection or maintenance bond.

Eatontown adopted Ordinance 07-2026. It regulates covered filming when public property is used for production operations, vehicles, equipment or barricades, and routes the application through the Zoning Officer. Verified current provisions include application at least 10 days before filming; a general limit of three consecutive days at one location and six days in one calendar year unless the production is a major motion picture or television series or receives applicable approval; public-land insurance of $1,000,000 combined single limit with Eatontown named as an additional insured; a $500 cash or maintenance bond; notice to affected residents and businesses at least three days before filming with proof no later than two days before; and general production hours of 7 a.m.–9 p.m. camera wrap with 10 p.m. crew wrap, Monday through Sunday, including setup and breakdown. Exterior residential work outside those hours must be approved in the permit.

Netflix studio development
NJEDA announced in December 2024 that Netflix had been designated a Studio Partner for a planned Fort Monmouth campus. The agency described a 292-acre project with more than one million square feet, 12 soundstages, backlots, offices and support space, and stated at that time that full opening was planned for 2028.
This is the NJEDA’s published development plan. It does not establish a construction stage, a public location, an operating soundstage or a bookable production resource.
Practical workflow
- Mark the exact requested area on a map.
- Obtain the street address, block and lot or redevelopment parcel identifier.
- Ask FMERA or the known owner to confirm present ownership and access authority.
- Contact the applicable borough with the complete footprint.
- Identify every use of a road, sidewalk, parking area, utility, public-safety service or public building.
- Obtain owner, borough and any separate-agency approvals in writing.
- Confirm environmental, structural and construction-site access restrictions before scouting.
- Treat every undeveloped, fenced, active-construction or privately conveyed parcel as unavailable until the authorized controller says otherwise.
Common questions
Who issues a film permit for Fort Monmouth?
There is no single Fort Monmouth film permit. The former installation crosses Oceanport, Tinton Falls and Eatontown and includes parcels under different ownership. Identify the exact parcel and owner first, then coordinate with the appropriate borough and any other controlling agency.
Is FMERA the property owner for all of Fort Monmouth?
Do not assume so. FMERA leads redevelopment and can help route parcel questions, but properties have been transferred or may be controlled by other entities. Confirm current ownership for the exact site.
Is Fort Monmouth Film Ready certified?
Fort Monmouth is not a municipality and should not receive a municipal certification label. Oceanport and Tinton Falls appear on the current state Film Ready list. Eatontown does not.
Can productions rent the planned Netflix Fort Monmouth studios now?
The cited NJEDA material describes a planned studio campus and a projected future opening. It does not establish present availability or bookability. Contact the current owner or operator for any later official status.
